Fireworks and explosives
Under the Explosives Regulations 2014, anyone who wants to store explosives has to hold a licence and meet certain storage requirements. Explosives include fireworks, small arms ammunition and air bag inflators.
There are some exemptions for storing small quantities of explosives or storing explosives for only a short period of time. For example, you do not need a licence if you’re storing less than 5kg of explosives, or less than 20kg of small arms ammunition.
If you want to sell fireworks all year round, you’ll also need an additional licence under the Fireworks Regulations 2004. An all-year licence is £500.

New explosive licence fees
To get an explosives licence for the first time you’ll need to pay one of the following fees:
- 1 year new licence 5kg-250kg NEM – £119
- 1 year new licence 250kg-2000kg NEM – £202
Licence renewal fees
To renew an existing licence for 5kg-250kg NEM you’ll need to pay one of the following fees:
- 1 year licence renewal – £59
- 2 year licence renewal – £ 94
- 3 year licence renewal – £132
- 4 year licence renewal – £166
- 5 year licence renewal – £202
To renew an existing licence for 250kg-2000kg NEM you’ll need to pay one of the following fees:
- 1 year licence renewal – £94
- 2 year licence renewal – £161
- 3 year licence renewal – £226
- 4 year licence renewal – £291
- 5 year licence renewal – £357
- amendment to licence/registration – £40
Animal feed
The Feed Hygiene Regulations apply to businesses that manufacture, use or market animal feeds. You’ll need to register with Trading Standards if your business:
- manufactures animal feeds
- markets animal feeds
- imports animal feeds
- stores animal feeds
- transports animal feeds and grain
- sells co-products of the food industry as feeds
- carries out on-farm mixing
- feeds food-producing animals
- grows crops to be used as animal feeds
- carries out other controlled activities

Petroleum storage
The Petroleum (Consolidation) Regulations 2014 require, under certain circumstances, anyone in the area storing petrol to have a storage certificate or licence issued by our Trading Standards service.
Petrol filling stations
If you operate a petrol filling station you’ll need a storage certificate. A petrol filling station has storage tanks for petrol from which the petrol is pumped (either mechanically or electrically) into the fuel tank for an internal combustion engine, or into a container.
Both retail and non-retail petrol filling stations need a storage certificate. This means those that dispense petrol to the general public and those that only dispense petrol into their own vehicles, for example a farm or a car hire business.
Storing petrol at non-workplace premises
If you’re storing petrol at non-workplace premises, for example at a private home or club or association, you may need a licence to keep petrol. It depends on individual circumstances including how it’s being stored, in what quantity and the type of containers you’re using.

- 1 year licence renewal – £48
- 2 year licence renewal – £96
- 3 year licence renewal – £144
To renew an existing licence for 2,500 to 50,000 litres you’ll need to pay one of the following fees:
- 1 year licence renewal – £65
- 2 year licence renewal – £130
- 3 year licence renewal – £195
To renew an existing licence over 50,000 litres you’ll need to pay one of the following fees:
- 1 year licence renewal – £137
- 2 year licence renewal – £274
- 3 year licence renewal – £411
It costs £8 to transfer a licence.
