Section 19 and Section 22 Permits

How to apply for operator permits for community minibus sharing schemes.

We issue standard Section 19 Permits as a Governing Body under the Transport Act 1985. Please note that we do not issue large bus permits (17 or more passenger seats) - these can only be issued by the Vehicle and Operator Services Agency (VOSA).

How to apply for a standard section 19 permit  

To apply for a new permit, please complete the standard section 19 permit application form (PDF , 327KB)

Application charges 

The charge is £9.90 per permit. There is no charge for replacement permits.

Permits for other community minibus schemes

Community bus permits are issued under section 22 of the Transport Act 1985 by the Traffic Commissioner. 

We’re keen to encourage section 22 operators.
