Flood investigation reports

As a lead local flooding authority we have a responsibility to investigate and publish reports on major flooding events.

The aim of flood investigations is to bring all useful information together in one place, providing an understanding of situations, outlining possible causes of flooding and potential long-term solutions to protect people and their homes from flooding.

A detailed investigation will be carried out and a Section 19 report prepared and published by the Lead Local Flood Authority (LLFA) when the flooding impacts meet the following criteria:

  • where there is ambiguity surrounding the source or responsibility of flood incident
  • internal flooding of one property that has experienced on more than one occasion
  • internal flooding of five properties has experienced during one single flood incident
  • there is a risk to life as a result of flooding 

Section 19 reports

Under Section 19 of the Flood and Water Management Act 2010, we must investigate significant flooding to identify which risk management authorities have relevant flood risk management functions, and whether each of those authorities has exercised, or is proposing to exercise those functions in response to the flood.

The need to investigate a particular flood is decided on a case-by-case basis considering factors such as the likely source of the flood and the number of properties affected.
