About this opportunity

 

Westmorland and Furness Council is seeking to recruit a Case Management Officer Level 2 to work within the Revenues Team. This is an opportunity to join the Westmorland and Furness Council’s Revenues and Benefits service on a permanent basis. 

As a Revenues Case Management Officer you will be required to participate in the processing of billing and collection of Council Tax and National Non-Domestic Rates (Business Rates). You will handle customer enquiries efficiently and accountably while adhering to relevant legislative provisions, council policy, and financial regulations. You will be responsible for the complete customer journey, seeking guidance from Specialists as required, maintaining case ownership to completion or escalating appropriately.

The role focuses on delivering high quality and continuously improving services, taking responsibility for resolving issues as efficiently and effectively as possible on a wide range of the more technical, statutory and non-statutory guidance, systems and following workflows in place.

You will undertake case management that will require a more detailed understanding of relevant service processes and compliance, regulations and legislation in taxation and non-domestic rates, for which training will be provided.

 

We are looking for someone who can …

 

  • Undertake a range of duties in relation to maximising collection and establishing liability for Council Tax and Non-Domestic Rates, including deciding new and amended liabilities, discounts and exemptions, retail reliefs, refunds, assisting in the case management of domestic and commercial property inspections and reviews.
  • Ensure great attention to detail, accuracy and excellent customer focus to deliver high standards of service and seek to resolve cases as quickly and efficiently as possible
  • Work on a professional and integrated case management basis, responding to and seeking to resolve service requests from external and internal customers, liaising with other departments and taking ownership of cases, only escalating when necessary.
  • Develop and maintain accurate and up to date records across a range of document and account management systems, as well as be fully proficient in the use of Microsoft Office software and Excel.
  • Promote digitalised self-service where appropriate, engaging and contributing to continuous service improvements and efficiency measures.
  • Develop and maintain your range of professional skills and knowledge, including any qualifications required to undertake the role.

George Hastwell School is situated on Walney Island in Barrow in Furness which itself is situated close to the Southern Lake District, in the County of Westmorland and Furness.

The school has 93 pupils across two sites, in close proximity. Key Stage 4 and 5 co locate within Walney Secondary School. 

The school, which joined the Eden Academy Trust in January 2025, is very much a family school with a wonderful ethos.

The school was inspected in November 2024. The inspection found the school requiring improvement but recognised there were strengths within the school and that personal development across the school was good.

This is an exciting opportunity to work within the Thriving Places Directorate within the Highways Consenting Team at Westmorland and Furness Council.

 

The increase in new highway construction is having a direct impact on the highway service delivery in compliance with the Highways Act 1980 and the Councils role in facilitating and managing Section 38 Agreements (S38); which is the current method of adoption of highways associated with new developments under the Act and highway improvements; Section 278 Agreements (S278).

 

This growth in new developments has necessitated expanding the highway development team.

The Development and Adoptions Manager will lead the team delivering and supervising Section 38 and Section 278 legal agreements and oversee the commercial and financial management of the highways delivery service area.

 

As part of this role, you will:

 

  • Develop and implement business strategy to maximise commercial opportunities with internal services, external contracts & developers.
  • Lead, liaise and advise various departments and partners, including developers and Highway Consultants on issues relating Section 38's and S278’s their impact on Cumbria’s highway network.
  • Lead and support others in the team working with developers and highway consultants during the design process and undertake design checks to facilitate highway developments in relation to Sections 38’s and S278’s.
  • Develop service commercial awareness and control of commercial opportunity, contracts & frameworks.

 

Who we are looking for…

 

The ideal candidate for this role will have worked at a senior level in highway asset management, highway delivery or highway network management or have a commercial background.

A relevant degree or NVQ level 5 in an appropriate highway discipline is essential, as is experience of managing complex highway issues, commercial management, financial management, asset management, project management and working on S38 & S278 legal agreements.

You must have good IT literacy skills and an ability to use electronic resources for the purpose of research is critical.  You must be able to drive and travel independently between remote locations.

The role is very varied as we work with families on a short-term basis whilst completing assessments and on a longer term basis working Child in Need Plans and Child Protection Plans and in some cases we complete pre proceedings work and issue care proceedings. Teacher of PE (1-year maternity cover)

This temporary position will cover the maternity leave of a colleague, starting 1 September 2025 and ending 31 August 2026.

The successful candidate
We’re looking for an outstanding teacher of PE to work across the 11–18 age and ability ranges. Specialising in teaching dance, netball and hockey, you will have a strong commitment to extra-curricular activities – the school has an excellent reputation for success at local, county and regional level and a huge participation rate across a range of sports. The department has good partnerships with local clubs where pupils are encouraged to continue their development.

About the PE Department
You will be joining an exceptional PE Department with a fine tradition of academic and sporting success. We are successful and forward-thinking, with an established reputation for excellence among students, staff and the local community. 

The PE department comprises a team of 7 committed teachers and a part-time PE technician. We are innovative and forward thinking in our approach and can draw on a wide range of expertise to enable students to study GCSE or BTEC Technical in sport at key stage 4, and develop this further to A level or Level 3 BTEC post 16; the department also offers the Higher Sports Leaders Award in the 6th form. The breadth of experience in our PE team means we can offer a broad curriculum and extra-curricular experiences.

We endeavour to enable all of our students to become successful learners who have the confidence and responsibility to make a positive contribution to the community. The emphasis is on an active and healthy lifestyle whilst allowing pupils to foster a love of sport and activity which best suits their interests and needs.

Our curriculum promotes this by focusing on the enjoyment of activity, which in turn leads to the development of physical, social and emotional well-being. Health is a common theme running through the PE curriculum and we encourage an active lifestyle, improving general fitness, strength, stamina and endurance.

We have a strong commitment to extra-curricular activities at UCC and we enjoy success in many areas of sport, with students being involved in district, county, regional and national teams. Staff have been committed to the organisation and coaching of county groups across a range of activities and undertake overseas and domestic sports tours each year.
